I was struggling with importing Outlook Contacts into Vista Contacts today. First, you need to locate the “Import” button on the toolbar. If you don’t have it, click on an empty space in Contacts (it is an explorer windows essentially) and choose properties. On a “Customize” tab, choose Contacts as the template to be used with this folder. This will bring you the toolbar, which is also shown in the help pages.

Then, export contacts from Outlook as a CSV file. Don’t import it just yet. First, run it trough a text editor and replace commas with semicolons. That way, Windows Contacts will be able to import it. I don’t know why is it called Comma Separated Values file then, but hey, as long is works…
